Recently, the Transportation Bureau of Foshan City released the "Management Measures for the Operation Support Fund of New Energy Freight Vehicles for Urban Distribution in Foshan City (Draft for Soliciting Opinions)", proposing that local governments should reward and supplement the use of hydrogen fuel cell freight vehicles and pure electric freight vehicles, with trucks using hydrogen fuel cells receiving a maximum annual subsidy of 125000 yuan per vehicle.
The effective period for the establishment of this special support fund is 3 years, and the first accounting cycle starts from January 1, 2022.

The creation of a demonstration city for green freight delivery in Foshan is currently underway, and it was previously planned to end by the end of 2021. It is expected that the city will initially establish a modern, standardized, and intensive three-level network system for urban freight delivery, which is an intensive, efficient, green, and intelligent urban freight delivery service system.
During the creation process, Foshan plans to reward and supplement freight vehicles that use new energy, namely hydrogen fuel and pure electric freight vehicles.
These vehicles must be new energy freight vehicles purchased after January 1, 2017 (inclusive) and registered in Foshan City. They must undertake the urban logistics and distribution tasks of this city, and the distribution point must be within Foshan City.
Specifically, according to four types of vehicles: light hydrogen fuel cell freight vehicles (with a total mass of less than 4.5 tons), medium hydrogen fuel cell freight vehicles (with a total mass of 4.5 tons or more, less than 12 tons), heavy hydrogen fuel cell freight vehicles (with a total mass of 12 tons or more), and hydrogen fuel cell refrigerated vehicles, the mileage for each accounting year is between 10000 and 50000 kilometers, which is calculated at 1.5 yuan/kilometer, 2.0 yuan/kilometer 2.5 yuan/kilometer and 2.3 yuan/kilometer will be awarded as compensation, rounded to the nearest 100 kilometers.
The maximum annual compensation for each of the four models mentioned above is 75000 yuan, 100000 yuan, 125000 yuan, and 115000 yuan, respectively.
If pure electric freight vehicles that meet the conditions are used, six new energy distribution models will be used: light enclosed trucks (micro surface type, with a rated load capacity of 1.2 tons or less), light enclosed trucks (medium surface type, with a rated load capacity of 1.2 tons to 2 tons), light box trucks (light truck type, with a total mass of 4.5 tons or less), medium box trucks (with a total mass of 4.5 tons or more but less), heavy trucks (with a total mass of 12 tons or more), and refrigerated trucks.
When the above vehicles have traveled over 30000 kilometers, the maximum annual compensation for each of the six models is 6000 yuan, 12000 yuan, 18000 yuan, 24000 yuan, 66000 yuan, and 30000 yuan, respectively.
The validity period for the establishment of special support funds is 3 years, and they are calculated in 3 cycles. Each accounting cycle is 1 year, and the first accounting cycle starts from January 1, 2022. The relevant person in charge of the Foshan Transportation Bureau stated that the special support funds are shared by the municipal and district finance in a ratio of 2:8.

According to the Transportation Bureau of Foshan City, in recent years, new energy sources such as hydrogen energy have been actively promoted in the public transportation and freight industries of Foshan. The city has also increased the construction of related supporting facilities while increasing vehicles. The "Work Plan for Creating a Green Freight Delivery Demonstration City in Foshan City" has been proposed, which will actively guide urban freight delivery, commercial circulation enterprises, and the promotion and application of new energy delivery vehicles, especially hydrogen energy delivery vehicles, in areas such as fast moving consumer goods, agricultural and sideline products, and supermarket delivery. Based on the hydrogenation and charging needs of new energy trucks, we will accelerate the construction of logistics parks, distribution centers, and other hydrogenation and charging facilities.
It is expected that by the end of the demonstration period, the proportion of newly added new energy urban freight distribution vehicles will not be less than 50%, and the configuration ratio of new energy pure electric trucks and charging piles for urban distribution will reach 3:1, achieving full coverage of supporting facilities in charging demand hotspots.
At the same time, Foshan will standardize the identification of urban freight delivery vehicles and unify environmental standards for urban freight delivery vehicles in accordance with the principles of "clean appearance, clear markings, and uniform spraying".
At the end of the demonstration period, the standardized proportion of newly invested urban freight distribution vehicles will reach 100%.
Nowadays, Foshan is accelerating the creation of a green freight delivery demonstration city, which has brought positive signals to the local economic development, especially the continued growth of truck operation scale in the first half of this year.
